Selecting and Procuring an EHR Platform to Meet the County’s Evolving Needs
Challenge
Chesterfield County Mental Health Support Services (MHSS) needed to replace its patchwork electronic health record (EHR) system with a flexible, adaptable platform that would meet the county’s evolving needs. To select a best-fit platform and ensure system integration, MHSS sought external expertise in procurement management and EHR requirements. This expertise would also play a crucial role in helping county leadership ready the highly regulated organization for change and manage end-user expectations.
The Case
DLG provided procurement and EHR expertise through each step of the selection process, facilitating requirement discovery and RFP development. Partnering with MHSS, DLG evaluated proposals and costs, collaborated with leadership to create a clear vision of success, supported the organization’s legal team on contract negotiations, and, ultimately, helped select a vendor. While DLG’s primary charge was finding the right software solution, the advisory team also evaluated the vendor’s financial strength, its ability to implement the solution, and the quality of technical support it would provide throughout the relationship.
Implementing a new system is a complex undertaking, so DLG recommended that MHSS develop a proof of concept for the proposed solution. The DLG team supported a two-month pilot, providing monthly assessments that outlined the solution integrator’s progress to date. DLG also offered timely observations and recommendations that facilitated a successful transition. At the pilot’s conclusion, MHSS decided to move forward with the vendor for the one-year implementation effort.
